The IVHS Benefits Evaluation, and Costs (BEC) Committee, through discussions and committee activities in 1991 and 1992, identified the need for guidelines for better evaluation of IVHS applications, deployments and systems. This led to meetings developing better evaluations. The concern being expressed was that many IVHS applications have an evaluation element that was added on rather than an integral part of the deployment/application. This paper presents a brief summary of the BEC Workshop held in San Diego, December 1 - 3, 1992 and describes the format of the workshop, summarizes the discussion and workshop products. It also includes the 12 cross-cutting issues that were identified and briefly describes them. The main purpose is to disseminate some information about the BEC effort and to encourage continuing discussion.
