This document describes the implementation of a quality-of-service (QoS)-enabled, Internet based, virtual private network(VPN) management system. For QoS mechanisms, the system focuses on scalable Differentiated Services, but the document also describes an implementation that allows the mapping of fine grained Integrated Services QoS mechanisms to Differentiated Services.
