We view the users as placing a benefit, or willingness--to-- pay, on the bandwidth they are allocated. Given a price per unit of bandwidth, a user's benefit function completely determines that user's traffic input. Users are assumed to act in their own best interests and to be capable of responding to changes in the price for bandwidth
