Underutilised Green Time: The Missing Link

An investigation into why models were not validating well against on-street observed Degree of Saturation led the author to develop 2 new terms. Full Demand and Underutilized Green Time (UGT). This paper explains how these 2 concepts work in practice allowing the measurement of saturation flow of a link to be described much more accurately. The paper demonstrates why the inclusion of UGT in a proposed model may improve the accuracy of the model and thus provide an additional tool for describing network congestion. UGT has been incorporated into TfL's Modeling Guidelines Version 3 and a tool developed to allow the engineer to use a mobile phone for data collection.
