Next-generation networks are rapidly changing to become programmable infrastructures that can enables intelligent and varied network management in Software-Defined Networking (SDN) and Network Functions Virtualization (NFV) setups. This study introduces an adaptive closed-loop framework that integrates SDN programmability with NFV flexibility and adds an Adaptive Multi-Objective optimization algorithm for Virtual Network Function placement. The algorithm makes placement decisions by utilizing continuous network state monitoring and telemetry data with the goal of decreasing costs and energy consumption while maximizing resource use and remaining in compliance with Service Level Agreement (SLA) criteria. The framework was tested in different network settings with regard to its performance and scalability. Results showed the cost reduction of 46.5% and energy consumption reduction of 56.9%, while the SLA breach was only at the level of 0.0042% and resource utilization was achieved at the level of 91.7%, demonstrating the framework capability of adaptive and stable network orchestration.
