Minimal Organisational-Representation Sets for Artificial Reasoners: A Powerset Protocol under Contrasting Engineering Practices

Two prior deposits left a joint gap: a combinatorial protocol for minimal representation sets on abstract structural synthesis, and a synthetic withholding study under contrasting engineering practices. This technical note joins those programmes. Three fixed material slots—episodes, explicit requirements and compact doctrine—are supplied in a complete powerset with length-matched neutrals over the sealed Ledger Works / Relay Systems world. Sufficiency requires both organisation-sensitive fit and negative-control fit at a frozen threshold. On Qwen2.5-3B-Instruct-4bit, development and held-out splits agree that episodes alone form the unique minimal sufficient set at q = 0.875; requirements alone and doctrine alone are not sufficient; opposing doctrine reduces fit. On Qwen2.5-7B-Instruct-4bit the minimal basis shifts on development and no subset is sufficient on held-out tasks, because a letter prior collapses negative-control fit. The contribution is a transferable measurement of representation economy for organisational judgement, not a claim that stems, histories or checklists are universally privileged.
