CDN-320: The Ly-alpha Emulator Route Contract

CDN-320 packages the Ly-alpha emulator route contract for the GCFT y4 feature program. It binds the prior Ly-alpha receipts from CDN-097 through CDN-112, inventories the available local emulator/covariance assets, records the active runtime gap, and preserves the controlling boundary condition: LYA_TENSE_HYDRO_REQUIRED. This artifact is not a fresh Ly-alpha emulator, hydrodynamic, CLASS, or Boltzmann run. Its purpose is to define the exact execution path required before any final Ly-alpha compatibility or exclusion claim can be made: a route-native emulator or hydrodynamic workflow, arbitrary localized P(k) feature ingestion, observational flux-P1D covariance, nuisance priors, and validation controls. CDN-320 therefore serves as the reproducibility and claim-boundary contract for the next Ly-alpha adjudication step.
