Where did all the new theories come from? The answer is from anywhere and nowhere; in other words no one single source. Progress in any theory is associate with the ability to predict and control, and this is true also of industrial management. EC (electronic commerce) is rapidly developing on a global scale, however, the underlying defact meaning of it is still under investigation. For a better understanding of EC, we have to take into account the concept of Information Literacy and Management Cultural Milieu. In this paper I try to dig deeply into this theme through an Internet business strategy in Japan. Under the rapid, complicated change of the business surroundings on the global scale, the necessity of a firm to cope with such trends have become very important. To realize an effective adaptation to these trends, we have to study the following subjects: [I] Communication & Underlying Culture and Information Literacy; [II] Information Literacy and Management Mental Map; [III] Information Literacy and basic character of MSC (Middle and small size of corporation) in Japan; [IV] Global & Local Culture within the company.
