An Event-Driven Serverless Architecture for AI-Enabled Citizen E-Participation Platforms with Data Sovereignty Support

This paper proposes and empirically validates an event-driven, serverless architecture for a digital civic participation platform based on the Citizen Participation Event Model (CPEM), which treats user actions as a stream of events. The architecture implements an event-driven and serverless approach and integrates artificial intelligence modules for biometric verification. Particular attention is paid to a hybrid data localization model that ensures compliance with the digital sovereignty requirements of the Republic of Kazakhstan by separating personal data from anonymized analytical events. An empirical evaluation demonstrated robust system operation under a load of up to 10,000 concurrent users, predictable latency dynamics (p50, p95, p99), and effective mitigation of cold starts compared to other architectures. The results confirm the applicability of the proposed approach for digital civic participation platforms in the context of smart cities.
