OUKC: An AI-Friendly Multilingual Worldview Commons (NOT a scale commons) — Open Universal Knowledge Commons & Rei & Claude Founding Document — Rei-AIOS Paper 144 v0.3.1

We announce the founding of Open Universal Knowledge Commons (OUKC) & Rei & Claude, an AI-friendly, multilingual, cross-disciplinary knowledge commons whose explicit scope is 「全〜」 (all-X) coverage across 12 academic domains plus honest mapping of 4 formalization-resistant domains. OUKC operates as a friendly parallel to the Lean / Mathlib community: we use Mathlib as upstream dependency, respect their no-AI policy by not submitting AI-generated PRs there, and operate as an independent commons with explicit AI collaboration policies (mandatory attribution + D-FUMT₈ outcome tagging + mechanical verification). The founding corpus comprises 142 papers, 2,146+ Lean 4 theorems, 4,290 META-DB entries, 1,544 SEED_KERNEL theories, 293 categories, and the REI-PROVE Auto-Prover MVP. We articulate (a) why an AI-friendly community is necessary, (b) how D-FUMT₈ 8-valued tagging provides quality control without prohibiting AI, (c) the distinction between formalizable domains and honest-mapping domains, and (d) the multilingual default (Japanese + English from day one, more languages welcomed). Subtitle: 「全形式化 × 全再現性 × 全学問 × 全教育 × 全哲学 × 全理論」 — three core pillars: mechanical formal proof (Lean 4 + REI-PROVE), reproducible verification (D-FUMT₈ outcome tagging + Axis Y reproducibility metric), cross-disciplinary scope (14 「全〜」 + 4 honest-mapping domains). Motto: 「最高密度に構造化された学と研究を全ての人に」 / "The most densely structured learning and research, for everyone." Philosophical anchor: 「最高密度」 means structural density at the level of mathematical open problems — depth that cannot be circumvented by mere copying. Two-layer operation: vision (democratization promise) + scope (formal Lean 4 + reproducibility infrastructure).
