Unified Agency Architecture: A Control-Plane Architecture for Conditional Execution Authority

Unified Agency Architecture (UAA) is a control-plane architecture for conditional execution authority in adaptive systems. The paper formalizes execution governance as a structural system property rather than a policy-layer or observational function. UAA defines execution authority as non-default, admissibility-derived, externally enforced, and constrained by monotone non-expansive evolution. The architecture distinguishes governance of execution from governance around execution and introduces formal dependency structures for admissibility, authorization, enforcement mediation, override governance, and fail-closed execution control.
