OBA63 — Open Bit Architecture (63 + 1): Specification and Representation-Layer Witness

OBA63 is the architectural commitment that, under the EB carrier (e, b) ∈ ℝ × ℝ≥0, the representation-level bit freed by b's non-negative type is given to the application endpoint and passed unclaimed through every intermediate computational layer. This deposit (version 1) bundles: The specification, with the locked one-sentence statement, the four-layer hierarchy (representation / architecture / carrier / paradigm), and the autonomy reading of A6 (§9) added 2026-04-25. The pre-registered benchmark code (oba63_benchmark.py). The locked pre-registration document (oba63_benchmark_pre_registration.md) fixing thresholds and workload regime before any run. The locked theoretical drift predictions (predicted_drift.md). The empirical witness — representation-layer JSON output on verified AMD EPYC architecture, plus the extracted drift table and machine signature — lands in a subsequent version of this concept DOI after the post-run print/read gate. This version constitutes the coherence witness (witness 1 under the three-witness criterion); the empirical witness (witness 2) follows.
