Principal Dynamics: The Intelligence Regime Extension I

Overview This volume is the Layer 2 theoretical closure work for the intelligence and computation regime of Principal Dynamics. It specializes the domain-neutral foundation of the PD monograph (10.5281/zenodo.19334802) to the declared intelligence regime and proves theorem-bearing structural and branch-qualified quantitative closure on declared admissible classes and the canonical completion branch. The volume is positioned as a Layer 2 regime extension under the Program Guide's claim taxonomy and EC1–EC8 charter. It does not alter axioms A1–A5 or any proved foundation theorem; it specializes the foundation to intelligence and closes the Layer 2 obligations the monograph defers to regime-extension space. Benchmark execution, observable-packet construction, external audit, and operational instantiation are routed outward to Layer 3 and Layer 4 work and to downstream operational architectures such as Assured Intelligence Systems. Closed results on declared admissible classes The following intelligence-regime targets are closed within the volume on declared admissible classes and the canonical completion branch: Five baseline intelligence-regime bridges at the direct-reduction grade: a dynamics reduction projecting the CTE onto the typed intelligence state; a memory and gating reduction recovering slot-balance and gate-failure structure; a semantic projection on the declared symbolic algebra; a learning reduction identifying the coarsening semigroup with learning flow; and a world-modeling reduction supplying the predictive state and evidence channel. Low-order representational universality on the declared admissible component, with stable low-order sector and uniqueness up to admissibility-preserving equivalence. Finite-time canonical capture under contraction and boundary-radius hypotheses on the declared canonical basin. Semantic-functor uniqueness within the declared admissible bridge class, with a target-blindness audit of the admissibility predicates. Learning-as-coarsening on the declared coarsening semigroup, with the three-phase generalization law (under-trained, generalizing, frozen / gated). Predictive / world-model bridge under predictive regularity and gap coercivity, including planning-functional infimum attainment on the admissible action set. Governance-stack closure under the declared admissibility package: governance functional, harm-bound, audit channel, intervention normalization; formal corrigibility under governed self-edit; and local safe-recursive closure with explicit recursive-improvement ceiling. Branch-qualified quantitative cognitive closure on the canonical intelligence branch: every benchmark-facing sector parameter — capacity, generalization defect, hallucination threshold (in the technical sense of support-margin failure under the declared semantic projection and evidence model), adversarial margin, planning regret, governance risk, and recursive-improvement ceiling — determined as a branch functional of a single normalized datum λ*, with no free continuous moduli within the declared benchmark-facing inventory. Multi-agent and institutional completion as a finite extension of the closed intelligence branch, with collective admissibility and institutional gate-stack closure. Governance-system architecture: canonical governance-constitution reduction, escalation and override completeness, moral-risk envelopes, and deployment-class trichotomy on the closed branch. Scientific-discovery loop closure on the declared admissible loop class, with frontier-advancement descent and embodied-extension reduction. Finite failure-certificate exclusion in the declared comparison neighborhood, with minimal failure-certificate basis (gate, support, audit, predictive, governance). Benchmark protocol as a Layer 3 specification: frozen benchmark rows, observable-packet structure, estimator map, and pass / fail verdict logic (specified, not executed). Routed outward The volume explicitly does not claim, and routes to Layer 3 / Layer 4 work and to downstream operational architectures: Executed benchmark concordance and empirical-adequacy claim. Numerical evaluation of branch functionals against measured systems. External audit and concordance verdict. Consciousness, subjectivity, sentience, or phenomenal-experience claims. Universal moral truth or governance content independent of the declared governance package. Elimination of hallucination under arbitrary conditions; the technical notion of hallucination as support-margin failure is bounded on the canonical branch, but colloquial usages of the term are not characterized. Quantitative results for systems outside the declared admissible class. Operational instantiation of the closure structure; Assured Intelligence Systems and related control-plane components are downstream operational architectures, not Layer 2 theoretical-closure work. Public and legal institutionalization of oversight architectures. Mixed embodied-social regimes outside the declared comparison neighborhood. No additional Layer 2 theoretical-closure volume is planned for this regime; successor work is Layer 3 benchmark execution and Layer 4 audit, not additional monograph-level intelligence-regime closure. Structure Part I (Direct reductions): five direct-reduction layers — dynamics, memory and gating, semantic projection, learning, world-modeling. Part II (Structural closure): six closure targets — representational universality, canonical capture, semantic-functor uniqueness, learning-as-coarsening, predictive / world-model bridge, governance-stack closure with formal corrigibility and local safe-recursive closure. Part III (Quantitative closure): finite-dimensional coefficient reduction, common-source sector forcing, normalization problem, branch-qualified quantitative cognitive closure on the canonical intelligence branch. Part IV (Deeper sectors): multi-agent and institutional completion, governance-system architecture, scientific-discovery loops, finite failure-certificate exclusion in the declared comparison neighborhood. Part V (Benchmark protocol and boundary): Layer 3 benchmark specification, regime-extension audit, explicit claim boundary, and Layer 2 completion / remaining-burden statement.
