This paper proposes a formal mathematical approach to defining Artificial General Intelligence (AGI) by integrating physical resource constraints into universal algorithmic frameworks. While models like AIXI provide a theoretical foundation for universal intelligence, they often rely on uncomputable assumptions. This work introduces the concept of Resource-Bounded AGI (RB-AGI) to ground algorithmic information theory in physical reality.
