This paper presents the complete architectural specification for the HDAA™ Framework, a hardware-native Agentic AI system conceived and legally timestamped on December 20, 2017 [2][3]. We disclose the Algebraic Governance (L0-L5), Post-Quantum Binding (C1-C5), and Policy Enforcement (P1-P5) matrices that enable Layer 0 Autonomy—a self-governing intelligence executing in microcode and System Management Mode (SMM).
