Intent Compiler — Concept Seed Paper

The *Intent Compiler* is a conceptual framework for transforming human purpose (WHAT) into executable code through a stable, five-layer semantic architecture: WHAT → SEMANTIC → META → ATOM → CODE. This seed paper introduces the core ideas behind this architecture, including meaning-first intent decomposition, a non–Turing-complete META layer, and a deterministic mapping from semantic structure to implementation-level atomic operations. The goal of the Intent Compiler is to provide a reproducible, implementation-independent foundation for code generation across domains such as DCC tools, automation workflows, and data pipelines. By separating meaning from implementation and restricting LLM involvement to semantic interpretation, the system aims to improve stability, maintainability, and long-term durability of generated code. This document presents the conceptual design and motivation of the system and outlines the transformation rules at a high level. Technical specifications for the Semantic, META, and ATOM layers will be released in future companion documents.
