This planning report documents a Strategic Plan for the development of Intelligent Vehicle Highway Systems (IVHS) in Canada. Beginning with a discussion of the reasons underlying the project, the initial chapter leads into a background section which sets out the institutional, technological and international context of Intelligent Vehicle Highway Systems in Canada today. the Canadian IVHS industry is reviewed and the basic issues and factors which underlie and influence the future of IVHS in this country are explained. this foundation is then used in an evidential approach to develop several strategic alternatives which are evaluated and discussed. A proposed strategy for the development of IVHS in Canada is set out. A framework of action areas, action plans and agency responsibilities is then described which is intended to provide readers of the strategic plan with a guidebook to the implementation steps needed to put the plan in place.
