In this paper, the authors describe a knowledge-based decision support system for traffic control and congestion management. They present the system's design, framework, and functions. The system is shown to contain abundant congestion management knowledge and is able to combine qualitative reasoning and quantitative calculating techniques in solving decision-making problems.
