At the end of 1995, 11 countries in Europe signed contracts under the project names FORCE and ECORTIS to develop and implement RDS-TMC services in a coordinated way in the years 1996-1998. The objective of these projects is a compatible and continuous European RDS-TMC service, ultimately throughout Europe. The service will be based on the ALERT-C protocol, with some additional functionality to enable multi-national (=multi-service) messages and the management of messages through the services. The European RDS-TMC service will be a composition of the national services, without the need of a European operational organization; each national service will contain European functionality, leading -as seen/experienced by the driver- to one ITS infrastructure. The projects' organization and approach is aimed at the support of the national implementations via workshops to disseminate knowledge and experience, via dedicated teams for each country, via combined research and development and coordinated validation and quality assurance.
