With the rapid development of wireless communication technologies and widespread use of wireless communication devices such as cellular phones, personal communication system (PCS), universal code telephone, and even satellite-based portable phones, wireless internet devices quickly become personal portable equipment. Rapid popularization of the advanced electronic equipment and communication technology means that valuable information can be sent or received through Internet at any time, and anywhere, regardless of where the users are located. It then implies that very frequently touted words, 'distance treatment', 'distance learning', and 'teleworks' will be fully realized in the near future. In this research, an image compression technology is developed which can enable the traffic control center to transfer traffic scene images using wireline/wireless Internet in real-time mode. Traffic scene image of congested exits along the highway and intersections or traffic blocks of frequent congestion may provide drivers with a chance to avoid traffic jams and disperse traffic flows into sparse networks. In this research, based on the image compression technology developed in previous research, the special situation of traffic environment will be utilized. The basic idea of adaptive compression is that the system keeps monitoring the difference in image between the previous one and the current one, and then reflects the intensity of the changes in sending images to end-users, drastically reducing the amount of data transfer. The analysis of the scenes and implementation of the technology are conducted by using adaptive filtering technique which is enabled by frequency analysis. For the covering abstract see IRRD E102946.
