Taiwan, Republic of China (R.O.C.), is currently developing an advanced digital-communication-based computerized traffic-management system to support the nationwide freeway and expressway network. This development has successfully extracted knowledge rules in the existing traffic-control response plans and developed expert systems to manage available capacity, minimize possible operator errors, and provide motorist information. This paper describes development of an integrated freeway-management expert system (IFMES) as well as the system architecture for a diversion-control model (DCM). The system software being developed based on the intelligent transport system (ITS) advanced traffic-management system (ATMS) and advanced traffic information system (ATIS) design concepts will enable more consistent implementation of networkwide real-time traffic-management strategies on this large-scale freeway and expressway network.
