This paper describes the BALancing Adaptive Network Control mEthod (BALANCE) and VARIA components of the Munich COMFORT program. BALANCE is a method for adaptive signal control, while VARIA is a system for variable message sign control. The paper gives an overview of the methodologies, describes the field trial, and presents an evaluation of the results.
