In view of the low efficiency of accident disposal in urban rail transit system and lack of process collaboration among several assisted control systems, this paper analyzes emergency treatment process according to workflow process management concept.A static workflow model based on static relation of objects and a dynamic workflow model describing emergency process control are constructed. The emergency management system(EMS) based on the models is developed, which supports dynamic cross-system collaboration.A control parameter is introduced to keep appropriate flexibility for cooperative systems and process coordination. The system framework, communication mechanism, and function design are discussed. This implementation runs as a decision support tool, the simulation example proves its usefulness in decision making and real time control.
