Many cities are considering congestion charging and access control to historic city centres. The three major subsystems of a city charging system are charging, classification and enforcement. Classification and enforcement can be accomplished by acquiring a suitable image of the number plate, an overview image and the vehicle license plate register. Payment is usually done using call centres, the Internet or payment terminals. Money is paid into an account linked to a license plate. The use of optical character recognition in automatic number plate reading can speed up the operation. A multilane freeflow charging system must have 100% legal proof-matching of images and data. Ways of achieving good matching results using microwave-based systems (Bluetooth, WLAN, DSRC) and active infrared-based systems are described.
