IMPACTS INCIDENT DETECTION SYSTEM IN GLASGOW, SCOTLAND

IMPACTS is an incident detection and traffic surveillance algorithm, originating from the Transport Studies Group at University College London, based on a PC platform. To prepare the algorithm for wider implementation and to provide cost effectiveness, a revised system architecture has been devised, including porting much of the processing to a small NEMA sized circuit board. A system for monitoring 8 cameras using this new architecture and hardware was installed in Glasgow during August 1993. The system installed in Glasgow provides parallel processing of all eight camera inputs and a graphical user interface which allows the status at each camera to be viewed on a single screen. Should an incident be detected by IMPACTS the user can then select that camera image to confirm the incident details and initiate further action as required.
