Cooperative technology brings a new dimension to the mobility sector, and offers an excellent opportunity and strong stimulus for stakeholders to work together to their mutual benefit. Several deployment initiatives show that cooperation can positively contribute to the business case of road operators, logistic companies, the fire brigade, ambulance services and ultimately all travelers. This paper examines enabling beneficial partnerships from several perspectives, following a fairly simple, though successful case of priority at traffic lights based on vehicle-to-infrastructure communication. The sum of all business cases shows a positive return on investment when using the basic priority based services. Finally, a cooperative intelligent transportation system (ITS) platform is proposed that facilitates the configuration of services, system maintenance and monitoring, and the interaction between different stakeholders.
