Forvidden moves for virtual links

We show that two oriented virtual 2-component links are deformed into each other by generalized Reidemeister moves and forbidden moves if and only if they have the same linking and virtual linking numbers. As an application, we show that a special value of the Sawollek polynomial of a 2-component virtual link is determined by the virtual linking number.
