Toward Secure and Private Road Transport Offices (RTOs) Data Management with Blockchain Technology

Protecting sensitive data within Road Transport Offices (RTOs) is important for maintaining data privacy. Existing systems face limitations such as lack of privacy, centralized databases controlled by administrators, risk of data tampering, and limited transparency. To address these issues effectively, this paper introduces a novel solution integrating Blockchain’s decentralized and immutable ledger with the Advanced Encryption Standard (AES) in the RTO framework. Data is stored on the InterPlanetary File System (IPFS), which returns a Content Identifier (CID). As this framework utilizes a public Blockchain, the CID is encrypted by the RTO official’s private key to ensure data privacy. Smart Contracts are used to store the encrypted data ensuring tamper-proof storage and transparency in the system. To store the data on the Smart Contract, a transaction is initiated which, when included on the block of the Blockchain, remains immutable and easily traceable. Users can only decrypt their own data with the corresponding RTO official’s private key. As of now, only RTO official’s private keys are used to encrypt the data, but in the future, a hybrid framework can be implemented which will have RTO official’s private key as well as user’s private key to encrypt the data.
