Intermittent and Emergent Social Support for ICT Use in a Remote Rural Community

ABSTRACT Digital inclusion depends on social facilitation, formal and informal help using ICTs. This case study explores how a remote rural community in the Colombian Amazon navigates intermittent support from digitally skilled professionals from state agencies, NGOs, or private entities. In a context of unreliable infrastructure, residents develop four practices to sustain ICT engagement: repeated training, note‐taking, tinkering, and bridging social capital. Additionally, between external interventions the community enacts emergent forms of social support for ICT learning and use. This work expands the concept of social facilitation and informatics moments beyond formal institutions and highlights how remote, marginalized communities adapt ICTs on their own terms.
