Community-based emergency response systems are crucial for mitigating risks and enhancing incident management, particularly in rural and underserved areas. This paper introduces a novel framework integrating a Local Community-Based Emergency Response Number (CBERN) System, leveraging a hybrid-embedded text-based notification application for real-time incident reporting and alert dissemination. An Agile Development Model was applied across system conceptualization, implementation, and real-world testing in Cauayan, Negros Occidental. Results indicate that the framework significantly enhances reporting accuracy, system reliability, and local participation.
