the technology today has achieved unprecedented development to the extent that Information Technology has almost become part of any daily decision-making process. In addition, it is involved in improving existing systems, increasing performance, drawing attention to hazardous procedures, and finding solutions to varied problems. Our study has been entrusted with the study of the system used to keep records of selling land in Libya as a whole, and Benghazi has been the focus. The paper system is both tedious and error prone. In addition, it is not easily accessible, misplaced, or destroyed, hence, Libya faces intimidating and serious challenges in ensuring effective land and real estate registration due to high deception and vulnerabilities. As a result, the conventional registration methods have become complex and untrustworthy. The main factor that current research builds is to raise the line of work in the Libyan intuitions, and our endeavor recommends and suggests a framework for adapting digital transformation to a land registry process. The suggested technology is Blockchain technology, which exploits the idea of a distributed database made up of several blocks. Each block is connected to the preceding block by a chain. This process makes this system secure and immune from tampering. The solutions derived from our questionnaire suggested a framework for changing from the current registration process to the blockchain system. The framework shows positive signs for changes and the need to change.
