The COVID-19 pandemic significantly disrupted daily life and economic activity, particularly affecting small and home-based service providers in Indonesia. In response to the shift toward digital interaction and limited physical mobility, this study investigates the adoption of Progressive Web Applications (PWAs) as a technological solution for delivering on-demand home services. The primary objective is to design and evaluate a platform that facilitates service ordering while enhancing user accessibility and business continuity in a post-pandemic environment. The system, named HOSE, was developed using the Waterfall methodology and implemented with cross-platform web technologies to ensure compatibility across mobile and desktop devices. The development process involved use case and class diagram modeling, user interface design, and iterative prototyping followed by functional testing. Key features include real-time service booking, vendor communication, payment integration, and a community-based user forum. The results demonstrate that PWAs provide an effective alternative to native applications by offering offline functionality, improved accessibility, and ease of deployment without compromising user experience. Initial user feedback indicates positive reception in terms of usability and convenience, especially among users with limited access to app stores or lower-end devices. The findings suggest that PWAs can play a critical role in supporting digital transformation for micro-enterprises and improving service delivery efficiency in developing regions. This research contributes to the growing body of knowledge on web-based application development and highlights the practical potential of PWAs in the Indonesian service economy.
