Research on multi-department cooperative command mechanism of major emergencies

This study aims to explore the effectiveness of multi-department cooperative command mechanism in major emergencies, and design and analyze a new command system based on stochastic Petri net model. In view of the complexity and variability of emergencies, this study first clarified the basic concept and importance of multi-department collaborative command, and then constructed a model based on stochastic Petri net to conduct in-depth analysis from the aspects of organizational structure, emergency handling process and information sharing mechanism. Through a case study, this paper verifies the application effect of the proposed model in actual incident response, and compares it with the traditional command model. The results show that the stochastic Petri net model can improve the response speed and resource utilization efficiency of the command system, and promote the information flow and cooperation among various departments. Finally, this paper summarizes the main findings of the study, and puts forward the direction of future research and practical suggestions, so as to provide theoretical support and practical reference for further improving national emergency management capability.
