This paper explores cybersecurity testbeds use cases and identifies how it is being used to understand cybersecurity threats in IIoT. The study is guided by the following research questions: What are the use cases of testbeds for the Industrial Internet of Things, and How are testbeds used to understand cybersecurity threats in the industrial Internet of Things? A systematic literature review (SLR) was conducted to systematically collect and thematically analyze 159 primary studies related to cybersecurity testbeds in the Industrial Internet of Things (IIoT). The study reveals $48.4 \%$ of the primary studies used cybersecurity testbeds in Energy and $21.4 \%$ in Education & Research. Furthermore, the study found that U.S Department of Energy provides the most funding for cybersecurity testbeds, while cybersecurity analysis and assessment, and security testing and validation are the most common application for cybersecurity testbeds. The study provides a review of cybersecurity testbeds that can support researchers, practitioners, and educators interested in exploring or using cybersecurity testbeds.
