Coordinated Project Management for Emergency Response

This chapter presents a systems-oriented model for emergency response in cases of disasters resulting from accidental, man-made, or natural events. The approach is useful as a guide to mitigate logistical problems that often follow disasters or extreme events, whether inadvertent or deliberate. It considers the human factors aspects of emergency response using a systems engineering framework. The core of the integrative model is the Triple C model of project management, which presents a systematic structure for communication, cooperation, and coordination in emergency response. The premise of this chapter is to advocate the use of an integrative systems engineering framework to address diverse tactical as well as strategic response factors in emergency response, particularly in disaster events, such as CBRNE (chemical, biological, radiological, nuclear, and explosive) incidents.
