Leveraging OSINT for Advanced Proactive Cybersecurity: Strategies and Solutions

Zafrir Avrahami, Moti Zwilling, Chen Hajaj · IEEE Access · 2025

This article examines the role of open-source intelligence (OSINT) as a strategic intelligence tool in proactive cybersecurity operations. Based on a wide range of peer-reviewed literature and professional sources, the article explores the definitions, operational processes, areas of application, benefits, and challenges associated with OSINT. The analysis emphasizes OSINT’s value in enhancing situational awareness, supporting early threat detection, and contributing to cyber threat intelligence (CTI) capabilities. By leveraging publicly accessible data from the internet and social platforms, organizations can strengthen their defensive posture against a broad spectrum of cyber threats. The article details the workflows involved in collecting and analyzing OSINT, with a focus on its integration into organizational intelligence frameworks and cybersecurity strategies. OSINT applications in both the public and private sectors illustrate how it supports decision-making, incident response, and preparation for reference threats. In addition, the article presents a critical review of OSINT’s main advantages: cost-effectiveness, accessibility, and real-time relevance. Major challenges of OSINT are discussed, including data reliability, legal considerations, and information overload. The findings indicate that, despite its limitations, OSINT holds significant potential to improve proactive cybersecurity measures, support compliance with cyber standards, assist law enforcement, prevent terrorism, and contribute to business decision-making. The article concludes with a call for further research on integration with advanced technologies, real-time data generation, and effective intelligence collaboration.
