Ethics and Security in the Digital World: Recommendations for Cybersecurity Strategies and Practices in Türkiye

The pervasive use of the internet and digital devices has created an escalating array of cyber threats for individuals and organizations. This scenario gives rise to several concerns, including considerations about security measures and ethical and moral implications. Organizations must prioritize sensitivity and awareness of ethical values when hiring cybersecurity professionals to ensure digital security’s longterm sustainability. It is imperative to recognize that experts devoid of ethical principles may, consciously or unconsciously, cause harm to the cyber homeland. Therefore, ethical level measurement and value-based evaluation criteria must be developed for utilization within recruitment processes. Cybersecurity ethics encompasses identifying and implementing ethical standards in various areas, including security, privacy, personal data protection, digital surveillance, and hacking activities. The core responsibility of cybersecurity experts is to safeguard the integrity of digital infrastructures, to protect the privacy rights of individuals, and to prevent cybercrimes by following ethical rules. The present study thoroughly examines ethical issues in cybersecurity, emphasizing the importance of ethical hacking by comparing the types of white, grey, and black hat hackers. Furthermore, deliberations were held on a series of cybersecurity incidents that recently transpired in Türkiye. The necessity of personal data protection and digital privacy was emphasized, and the integration of ethical values in cybersecurity was revealed to be imperative. The study sought to ascertain the ethical values prioritized by cybersecurity professionals. To this end, it drew upon the insights of multiple experts, thus ensuring a comprehensive and nuanced understanding of the subject. In the opinion of professionals, the most significant ethical principles are honesty, confidentiality, professionalism, and innovative learning. These findings emphasize the importance of integrating ethical values into cybersecurity practices. Finally, the strategic recommendations developed for Türkiye emphasize the need to increase cybersecurity awareness, strengthen digital infrastructures, and create an ethics-based digital security culture. These recommendations underscore the imperative of maintaining ethical values while ensuring security in the digital domain.
