In the evolving landscape of cybercrime in the financial sector, criminals exploit modern technology for fraudulent activities, particularly on the dark web, necessitating robust cybersecurity measures. This study explores cybersecurity threats on the Dark Web and proposes protective measures for FinTech users using the Multilayer Perceptron (MLP) technique. The research addresses digital sovereignty (DS) by investigating how MLP-based threat detection can empower users and institutions to reclaim control over their data, ensuring privacy and autonomy in decentralized financial ecosystems. The MLP model, trained on Kaggle-sourced data, achieved 97% accuracy in identifying vulnerabilities such as social engineering, phishing, and malware. Key findings reveal that user behaviors like accessing hacked websites, leaving digital footprints, and reusing passwords significantly increase exposure to threats.
