Closing the tech gap: updating cyber and technology curriculum for homeland security professionals

Deanna House, Michelle Black, Lana Obradovic · Journal of Policing Intelligence and Counter Terrorism · 2025

How do Department of Homeland Security (DHS) intelligence and counterterrorism analysts stay current on technology and cybersecurity training to better protect the homeland? This research addresses this question by conducting an in-depth analysis on current education and training in the technology and cybersecurity fields to understand what is and is not being offered. We found that there are many issues surrounding this field, but few professionals are taking advantage of the free and already offered courses through government agencies. This paper presents findings and actionable recommendations for DHS to alleviate technological issues faced by these professionals. Embedded in this article is an updated curriculum roadmap for DHS to ensure digital literacy for its students and professionals. The implementation of the recommended curriculum will allow DHS to maintain a competitive workforce that is adept at identifying new and existing threats to the homeland.
