In the context of ongoing power system transformation and deepening institutional reforms, electric utility enterprises are encountering intensified operational pressures. The existing pricing mechanism inadequacy continues to erode profit margins for grid operators, while systemic reforms have exacerbated equity capital deficiencies. Compounded by constrained financing capabilities and escalating capital acquisition challenges, these factors collectively threaten the sustainable development of power grid infrastructure. Addressing these multifaceted issues necessitates strategic approaches to optimize capital allocation efficiency through scientific investment planning and temporal distribution of capital expenditures. Particular emphasis must be placed on enhancing cost-benefit analysis frameworks, operational risk mitigation strategies, and sustainable economic performance enhancement methodologies. Such critical operational dimensions demand comprehensive investigation and systematic resolution. This study presents an innovative assessment framework for power grid investment efficacy, integrating big data analytics with a multidimensional weighting methodology. The proposed technical approach establishes a robust decision-support system for grid enterprises to conduct comprehensive cost-benefit evaluations and formulate data-driven investment strategies.
