The rise in cybersecurity threats has made it crucial for Higher Education Institutions (HEIs) to strengthen their security measures. This research presents a comprehensive framework to help HEIs enhance their cybersecurity posture by addressing sector-specific challenges. The framework includes governance and leadership, risk assessment, technical controls, awareness and training, incident response, and external collaboration. By integrating these elements, HEIs can build a resilient cybersecurity strategy. This study draws on existing literature, best practices, and industry standards to offer practical guidance. The framework enables institutions to assess their current security status, identify vulnerabilities, and implement targeted improvements. By adopting this approach, HEIs can proactively mitigate risks, safeguard sensitive data, and strengthen defenses against cyber threats.
