Explaining Partner Selection in Planned Emergency Management Networks: The Challenge of Coordination Problems

Emergency planning is a critical phase for the public agencies involved in disaster management. Based on the risk hypothesis, this study argues that this phase, unlike the response stage, is characterized by coordination problems that shape partnering strategies. Using exponential random graph models (ERGMs) to examine a planned network, this study shows that local actors adopt a risk-relieving strategy, reflected in star-like and heterophilic configurations and avoid a risk-sharing strategy, as shown by the absence of triadic configurations. These results are consistent with coordination dilemmas and support the prevalence of efficiency and diversity in planning for emergencies.
