Images are now an essential part of our lives, whether in social networking or scientific applications. Due to a number of factors, including poor focus and camera shake, many images blur. Ocean engineering should address the issues of getting the clear images and videos in underwater surroundings. Restoration and enhancement are difficult undertakings because of the physical qualities that vary among underwater images and videos. The process of restoring a damaged image to its original state is known as image restoration. This approach presents Enhancement and Blind Image Restoration for Quality Improvements of Camera Captured Pictures/videos. The restoration procedure uses the Blind deconvolution technique to eliminate noise and blurriness from underwater scenes and enhancing the image with HSV-CLAHE (Hue Saturation Value - Contrast Limited Adaptive Histogram Equalization). The Mean Square Error (MSE), Peak Signal to Noise Ratio (PSNR), and Structural Similarity Index Measure (SSIM) are used to evaluate the enhanced image's quality. The experimental results demonstrate an improvement in the proposed method's robustness.
