The management of satellite navigation and positioning reference station data is a prerequisite for promoting the widespread application of reference station data. As an important part of the new infrastructure of modern society, there is a growing demand for the application of satellite navigation and positioning reference station data in various industries. The sharing and exchange of reference station data can not only promote the development of various industries, but also has the risk of illegal data leakage, tampering and abuse while enhancing the efficiency of resource utilisation. This paper proposes a novel approach to address the dearth of technical means for the management of traceability of base station data. The proposed methodology utilizes steganography to ensure the security of GNSS base station data. The method employs a bespoke steganography embedding algorithm for different base station data types, with the objective of embedding authorised user information within the original data file. The efficacy of the proposed scheme is evidenced by its ability to address the challenges posed by the tracing of authorised information following data sharing. Additionally, it offers the necessary technical support for the copyright protection of data owners, thereby ensuring the standardised management and secure application of base station data.
