With the rapid transformation of the energy structure and the increasing demand and penetration of renewable energy, power grids face significant challenges in efficiently integrating renewable resources. Against this backdrop, this paper addresses the critical issue of utilizing diverse source-load-storage adjustable resources to maintain power system adequacy and stability. First, adjustment characteristics and regulation mechanisms of these resources are analyzed, and a unified access and regulation framework is developed to improve resource integration and management. Subsequently, considering the regulatory characteristics, a comprehensive model prioritizing both cost and regulation performance is established. Ultimately, simulations conducted on an adapted IEEE 30-bus system validate the proposed framework’s efficacy, showcasing its capability to enhance resource integration, improve access efficiency, and stabilize supply, while simultaneously reducing regulation costs. This study offers a scalable and efficient method to overcoming the challenges faced by modern power systems, thereby contributing to their sustainable and reliable operation.
