Integration of blockchain technologies into e-government systems as a mechanism to counteract corruption schemes

The article is devoted to the study of an innovative approach to the transformation of public administration systems through the integration of blockchain technologies, which are considered as an effective mechanism for overcoming corruption in the public sector. The relevance of this topic is due to the urgent need to find technological solutions to increase the transparency and accountability of public authorities in the context of the digital transformation of society and the growing distrust of citizens in traditional institutions of power. The article reveals the fundamental principles of blockchain technologies that ensure their exceptional efficiency and security, including decentralisation of governance and transparency of all operations. The article analyses in detail the role of smart contracts as an important component of the blockchain ecosystem, which allows automating the fulfilment of contractual obligations without the participation of intermediaries, significantly reducing the risks of the human factor in corruption schemes. It is substantiated that electronic document management integrated with blockchain technologies is becoming an integral part of the modern information environment, ensuring not only acceleration and increase of efficiency of business operations, but also inviolability and immutability of information. The author identifies the priority areas of blockchain application for government agencies proposed by the European Commission: identification management of citizens, tax reporting, coordination of development programmes and ensuring compliance with regulatory requirements. Particular attention is paid to the analysis of the key advantages of implementing blockchain technologies in public administration, including: reduction of financial costs, time saving, simplification of international and public-private information exchange, which contributes to strengthening the administrative capacity of government agencies. Based on the analysis, the author offers practical recommendations for the comprehensive integration of blockchain solutions into national e-government systems as a preventive mechanism for combating corruption, taking into account international experience and domestic realities.
