IMPLEMENTATION OF BLOCKCHAIN TECHNOLOGIES IN PUBLIC ADMINISTRATION PROCESSES: PROSPECTS FOR IMPLEMENTATION AND CURRENT CHALLENGES

The article explores the integration of blockchain technologies into thepublic administration system of Ukraine as a key element of the countryʼs digitaltransformation. In the context of ongoing reforms aimed at modernising administrativeprocesses and increasing transparency within government institutions, blockchainemerges as an innovative tool grounded in openness, data immutability, anddecentralisation. The authors highlight Ukraineʼs successful initial applications ofblockchain solutions, particularly in the creation of an open land cadastre and theregistration of property rights. These practices contribute to reducing corruption risks,strengthening public trust in government institutions, and ensuring the secure storage ofcritical data. At the same time, the study identifies key challenges that hinder the fullimplementation of this technology. Among them is the insufficient development of digitalinfrastructure, especially in rural areas, where the lack of high-speed internet accessimpedes the effective deployment of blockchain platforms. The article also underscoresthe urgent need for a comprehensive legal framework that will recognise the legal validityof blockchain-based electronic records and provide reliable protection of personal andregistry data from unauthorised access. The paper outlines the potential of blockchaintechnology in enhancing public sector efficiency, suggests directions for further research,and emphasises the importance of cross-sectoral cooperation for the successful adoptionof digital innovations in governance.
