From Grassroots to Grid

Velimir Šegon, Filip Dumitriu, Julije Domac · 2025

This chapter examines the pivotal role of local and regional energy agencies in Europe’s sustainable energy transition. Acting as bridges between national policies and grassroots initiatives, these agencies empower cities and regions to achieve ambitious climate goals through renewable energy adoption and energy efficiency measures. With support from European programmes like SAVE and Intelligent Energy Europe, over 320 agencies facilitate technical expertise, stakeholder coordination and clean energy investments. Highlighting case studies such as retrofitting projects in Ireland and solar energy collaborations in Spain, the chapter underscores the importance of cross-border partnerships, public–private collaborations and community-driven initiatives. These efforts, coupled with innovative governance and financing models, position cities and regions as crucial actors in advancing Europe’s vision for energy independence and climate neutrality.
