Abstract When Jack Lloyd was appointed head of the National Computing Centre in January 1990, he faced the task of turning round an organisation in financial turmoil. Over a short period of time the Department of Industry had abruptly withdrawn support for a number of government programmes administered by the NCC. Over a period of three years, the proportion of the Centre’s revenue accounted for by government funding plummeted from a third to less than 10%.
