AI in State Courts: Navigating Innovation and Ethics With Andrea Miller

Brittany Johnson, Tim Menzies · IEEE Software · 2025

In this issue’s “SE and Ethics” column, IEEE Software explores legal reasoning and AI as we talk to Dr. Andrea Miller, a senior researcher at the National Center for State Courts. Her job involves directing research projects that aim to make the court system better. Some of the projects focus on operational aspects, like handling funding and staff shortages or finding better ways to move cases from start to finish. For others, the goal is to ensure the courts are equally accessible to all court users, making sure that there are equal and positive experiences for court users as they move through the system and that the outcomes are good and fair. In this article, she discusses AI’s potential to improve state court operations, highlighting challenges in integration and the need for collaboration between tech developers and court practitioners. —Brittany Johnson and Tim Menzies
